Is an NGC AU-50 BN

 

Its hard to tell from your photos so i thought i would post this to compare

 

 

I think acetone is great for PVC

 

BUT

Do it outside

Do not get in a rush and try to scrub the coin just let it sit for a long time.

Acetone is highly flammable and in the sun its hard to see if its on fire(trust me it does not take much to light it up)

For me, this yours is a coin with EF details, but surface issues. You said the coin is a gift? Then I would definitely not get it certified. Rather, enjoy the coin as it was given to you - from the heart, and "in the flesh".

It was stored in a plastic flip for 20-30 years that's the only reason I fear there might be PVC on it.

 

Soak it in acetone. It won't harm the coin even if there is no PVC on it. Better safe than sorry.

Acetone won't wreck your coin in any way, all it will do is loosen/dissolve organic material on the surfaces, the metal in the coin will be completely inert to the acetone, so no worries if you soak it to remove the stuff
