Could someone explain how the lower rings happened on the 1968 Mexico Oylimic...

Definitely from different dies. Design modifications aren't too uncommon. I don't know if this is a recognized variety, though.

I think it would be... this is in all the major world coin books.. It is known and listed.. they say it does not add much value... but I think it adds more than they say...

This coin was massively produced and several different dies were used. I have handled both varieties and dealers do not care about the variety. It's just too common.
