Interesting coin found today in my change

Hi all The Royal mint is usually very good hear in the UK for there coin minting.. but today at the co-op i was given this fresh out of the mint bag .. what do you think

Didn't the Royal Mint produce 20p coins without dates earlier this year? Seems like the Royal Mint has had a hard year like the rest of us!

That's why I asked what the composition was, to see if it might be a case of gas bubbles under a plating layer. Copper plated on steel, I'd bet they're bubbles.
