Unless there is damage on the edge that does not show in the photo, I think you got the shaft,

 

I completely agree! I see nothing to prevent it from grading.

 

 

I agree with all of you and think it's an AG3 but after NGC bagged it....now I don't know. There is nothing wrong with the edge at all and what looks like scratches on the obverse are almost unnoticable in hand so I figured why not let PCGS take a look and at the very least have it in a Genuine holder for my trouble ;)
