I have something like this that my mom got out of change. I was very curious and brought it to a coin show (I don't remember which one.) Fred Weinberg told me it was a post-mint alteration and worthless. The smooth side was perfectly smooth, and I couldn't see any evidence of machining.

I'm going to say I'm positive that that's fake. Look how red the reverse is... and now the obverse being so discolored? I'm sure it was milled off and that caused the discoloration of the coin.
