Looks like a PO1 to me. All around even wear to the obverse and reverse.

 

Can the date be read? A 1916 or 1917?

Despite lack of a date, if this is a 1916, it gets into a PO-1 holder. Now, the question is, is it a 1916 or not? Yes, you can tell for sure for this coin.

Without looking at any grading books, I was going to say FA-2. Looking at the ANA grading book that only goes down to AG-3, I would say I agree with the PO-1.
