A slightly interesting find in a job lot of coins

just been scanning through some UK Penny's i have been meaning to go through for some time (no us coins to go through ) and found this slightly interesting coin.

 

Don't know what has happened to the 0 but it definitely happened at the mint..

Have they always been packed in tubes like that or were they wrapped in machine rolled paper rolls?

Hi as far as i know it was bags or tubes i have never seen any wrapped or wrappers. for sale etc
