Half Dollar Fun

Why in the videos of the grading process do I see people handling coins with their bare hands? Shouldn't they be wearing some sort of gloves? 

I am sorry if this is redundant, but is this kind of holder (the circular two-piece pictured below) out of the question for shipping my coins to NGC? These seem to hold my coins nicely in place. I feel the thin flips leaves the coin open for damage. 

Also, is every graded coin automatically put into one of the official "Holders" or do I need to pay extra to have it sent back to me in an NGC holder?
