so what is your take on the "error" of this coin? Value and rarity?

Is the reverse of this 1982 small date zinc an error at the bottom part of "STATES oF" and the "E". they look like light strikes to me and was hoping someone could help? it came out of one the the sets pictured below that I got as a kid in 82 at a flea market in Ohio. Thanks in advance
