What do the experts think? Looks closer to the rim, has the Philly mint mark. I know I cant retire off it, but Ive never actually found something different before lol.

Hello all, first post and any help is much appreciated. I was going through my wife's grandmothers coin "collection" which is mostly state quarters, meh. One was a proof atleast which was neat. Anyway, came across one old coin, this V nickel. Im seeing that extra circle on the bust. Do you think its an error coin or just something that happened later on?
