Says it right there on Littleton’s page

Ok, so you see there 6 coins from Philly and 6 coins from Denver. All MS from 2 different mints. Total of 12 coins for the Mint State set.
The Registry will only take the small coins for a total of 6 coins, which is half of the mint state sets from Philadelphia and Denver. Why are the quarters, half’s and dollars not included in the Mint Sets ?

Why are not all of the 1976 MS coins included in a 1976 BiCentennial Set?
I only see the penny, nickel and dime, but have the quarter and 50 cent piece that were included in the set.
