Adding a new coin to registry
in NGC Registry

I attempted to add a NGC coin I recently purchased to my Kennedy Silver Proof Registry set only to be notified that the coin is already registered in someone else's set. If NGC cannot find the previous owner to release the coin from his/her set what happens ? I'm the rightful owner of the coin now and want to fill the slot in my set.
