Why send them in for grading if they are all the same? Right. That?s what NGC and PCGS said. The reason dealers send modern proofs to be graded by the thousands is because NGC and PCGS will grade only a small percent 70. These are the ones that sell for big money. Are these 70?s nicer than the common 69?s? Of course not. If NGC and PCGS gave an honest grade the vast majority would be 70. But they?re nothing till they call them.
