A 1950D ms65 Franklin Grade ms65 by pcgs.

Looking for your opinion.I purchased this coin thinking I might resubmit to see if it would designate fbls. the bottom bell lines look full to me. The upper set of bell lines are 98% full except for the bottom two lines just to the left of the crack.also the upper lines has a bag markat the right edge of the bell. I would think that this wouldn't matter much as the bottom lines are the main lines for designating FBls(please correct me if I am wrong).Also would you resubmit to pcgs of ngc?
