What would you do?

I bought 3 coins thru e-xxx and when they arrived I was quite happy with what I received. I sent them to NGC for crossover and in anticipation of what I think is true I said I think they might be one grade high , and I would be happy to have them crossover one grade lower. Low and behold all three were regected for "MARKS" which I can't seem to find. Is this a ploy by NGC to try and force the "other" graders out? And if so should I break them out of the present slabs and send them in raw? Any advice would be appreciated.
