can anyone tell me?

I recently purchased a walking liberty 50 cent that was graded as being from the Nevada Silver Collection...come to find out, they were investors and dealers with the same name ( duh, yes I am blonde ) , and although a very eye appealing coin, who in the world is nevada silver collection, and how are they able to place it on a slabbed and graded coin?
