When to release a coin sold

Here I sit with strong feelings on both sides of the fence about when a "person" should release a sold coin from their collection. As I've stated in the past I fully believe that an individual has the right to protect their property and themselves until the transfer is verified complete. I now have a coin I purchased on Ebay almost two weeks ago that the individual still hasn't released and NGC has not forced the exchange. I have the coin and proof that it was purchased. What gives here?
