You should release the coin when you no longer own the coin. The cases cited in the original journal post:

1. Once I sold a coin on eBay and the new owner decided to list it in his registry right away. He didnt even pay for it!

My response: You still own the coin until you receive payment.

2. Another time a guy who bought the coin, listed it on his registry and then returned it to me. When I tried to re-register the coin, NGC would not allow it!?

My response: This is almost the same as if you bought a coin that someone else had registered. Once you received payment, you should release the coin. When the buyer decided to return it, he should delete it from his set.

3. I try and keep a coin in my registry until the new owner gives me feedback.

My response: Feedback is (a) not mandatory in eBay, and (b) has nothing to do with ownership of the coin. If you accept payment, you no longer own it and should release it from your registry.
