1899 Morgan Dollar

I thought lower mintage meant higher value.

Does anyone else find it odd, that the 1899 Philadelphia Morgan Dollar is the 6th lowest minted dollar in the entire Morgan series at 330,846 coins and is not valued the way some of the other rare coins are. The only Morgan dollars that were minted in lower numbers are the 1881-CC (296,000), 1885-CC (238,000), 1893-O (300,000), 1893-S (100,000) and the 1894-P (110,972). It seems to me, that this coin is way under valued and appreciated. I mean, the 1889-CC is valued at $21,250 in MS-60 with a mintage of 350,000 and the 1899 is valued at $276.00 in MS-60 with a mintage of 330,846. Is there something wrong with this picture. I thought that the lower the mintage numbers are, the more scarce and valuable a coin will become. I know that Morgan dollars were melted down in 1918 and during the years that silver prices increased but, no one knows exactly what dates were melted. I am in the process of trying to acquire an 1899-P in MS-64 for my modest Morgan dollar collection. Just thought someone might be able to shed some light on this.
