Why are there so many PCGS sets in NGC's Registry? Why do PCGS set owners list in the NGC registry? What purpose does it serve? Should NGC require at least 30% NGC coins?

Should NGC require at least 30% NGC coins for a set to be listed in the NGC registry? Or at least 50% are NGC coins!

What would your NGC set score be without the PCGS guys? On just a quick look I would be up at least 5 or more numbers. I have a set in the 10th place, but with at least 5 sets above me, made up totally of PCGS coins, I might be in the top 7 or even 6 sets!?
