Trying to figuare out what is a cameo designation.

I've sent in about 90 to 100 coins, looking for designations anywhere from cameo to ultra cameo. After being disapointed umpteen times, I did some investigating, and came up with some opinions. What I found is that It seem that NGC uses the same principals for designation as PCGS. The cameo has to be equal on both sides of the coin, or better. I have sent in Canadian coins graded by the supposed top graing service for Canadian coins. I.C.C.S. . One in particular that I remember was a very high valued coin. It's value was about $800.00. This was one graded by ICCS. It had an Ultra cameo designation. Beautiful coin. Now, this was when I first started sending coins to NGC for grading. First I sent it in for an even cross grade. Nope, it just came back to me with no slab, or answers. I broke it out of it's holder, and sent it back. This time it did come back slabbed and graded. This coin in particular, was graded as a cameo, from an ultra cameo, I was shocked, let alone outraged. What could I say, I can't do anything but complain, which is what I did. I never got any answers from NGC. I didn't push it with them in fear of triggering some sort of negative response. So I started reading anything that I can find about how they might make their decisions. What I did see on this coin was that it was only a cameo, and not an ultra cameo on the reverse of the coin. With old Canadian coins, this can be very common to have happen. After watching how many coins have come back to me, I have seen this over and over again. After learning what I believe to be true about this, I have started to be able to read the coins that I buy and now I can predict fairly well how a coin will come back to me. Still, sometimes though, I raise an eyebrow when I get one back.
