Ive never seen this before and hoping that someone with more knowlege could help me out.

I recently purchased a 08 Bald Eagle $1 on the bay in MS 70. I made the mistake of assuming that the picture in the listing was that of the coin I bought. Anyway....When I got the coin home I immediately noticed that on the obverse at about 11 and 2 o?clock there was blackness, for lack of a better word (see picture below), on the rim.

I have never seen a MS 70 coin with this kind of negative eye appeal grade MS 70. I ran the cert # and it comes back to this coin, as well as the fact that the holder and label look legit?Maybe I just too much of a boot, but I was wondering if someone with more knowledge could tell me if this is possible.
