What a surprise! And for a $20 coin, too?

The holder is definitely counterfeit. Shows two of the telltales that NGC has warned us about. First, the hologram on the back has been 90% ripped off. Interesting, because the hologram is supposed to be INSIDE the holder. Second, the hyphen in the Cert# is really a hyphen, and not that special angled symbol that NGC uses.

I bought the coin off of eBay for $20. The picture of the reverse did not show the complete coin, and frankly for the price, I wasn't looking that hard, as it was simply to fill in a gap in a 60s Proof Set. I've contacted the Seller to let him know and am waiting for him to respond. Of course I want my money back, even if it is only $20.
