YOU ARE INCORRECT!

You are partially right in your statement.First of all,NGC doesn't offer First Strike label anymore.They only offer Early Releases labels,which is not available for 10th Anniversary Platinum set.

PCGS, on the other hand,will offer First Strike designation for the very same set.You can read their statement at pcgs.com
