Population of 15, but only 102 points?

I recently bought a 1989-S PF70 Deep Cameo Jefferson nickel graded by PCGS. There are only 15 graded PF70UC by NGC, yet it only gets me 102 registry points.

Contrast the 2006-S PF70 UC which is worth 183 points, but has a population of almost 2000 graded at this level.

Doesn't seem to add up to me.
