Why would someone go to this kind of trouble

I bought a 2002 Silver Proof State Quarters Set out on eBay for $20. I submitted them along with some other Silver Quarter Sets that I had, and just found out from NGC that the coins in the holder were Clad.

I feel like an insufficiently_thoughtful_person...

Never again will I buy coins on eBay. I stopped buying raw coins a long time ago, but I thought that sealed mint and proof sets were safe. I guess not...
