This has nothing to do with suffering the slings and arrows of outrageous fortune....but everything to do with spending a fortune grading coins I shouldn't grade! I have gotten quite good at picking out some coins for grading...but the state quarters still elude me!

My process for selecting coins to grade is a good one, with 1 exception. It requires my judgement! I'm posting a pic to ask for advice. does the area at the bottom of George's neck say "don't grade this it will be a MS63? OR IS IT A MINOR FLAW THAT WILL COST YOU 2-3 GRADE POINTS? I have at least a dozen coins like this. Basically flawless except for this area. To grade or not to grade...help me out experts!
