Interesting theory, but can it be supported?
This is an interesting theory, and if there are examples of countries that actually do this once these "bad people" are no longer in, or connected to, power, I'd love to know them. I think that'd be really fascinating knowledge for a dinner discussion.
However, and simply speaking "off the cuff" without hard facts to back me up, I wouldn't think this to be the case.
Does Uganda have a 2007 Idi Amin commemorative? I think not. Or, will there be a 2008 Robert Mugabe commemorative from Zimbabwe? For the sake of the people suffering down there, I certainly hope not. And the likelihood of the EU minting a Hitler Euro is extremely slim.
However, I wouldn't be surprised if Russia were to mint something with Ivan the Terrible or even with Stalin, so it's certainly possible. If anybody is aware of any examples that support Newport's theory, please chime in. I think this may turn out to be quite an interesting subject for conversation.
