Why do foriegn countries do it.

The United States doesn't put bad and corrupt leaders on coins but Europeon and Asian countries do. Why would you do that? I think that the people are so afraid of these corrupt, bad people that they feel honor towards them. The bad guys might threaten to kill rebels so the people pretend to like him and after a while I think they start to like him. For the people to keep on the bad guys good side they put him on coins and paper money. I am sure there are alot of different theories out there but this is mine.
