To me, a 70 should not be a common grade.

I truly do not believe that PCGS is biased against grading coins 70. If anything, they just look harder for imperfections than others might. Where another company might let a miniscule imperfection go, PCGS is more likely not to.

I will always side with the company grades hard than one who is too lose with their high grades.
