They sure dont make it easy. To take advantage you need to find a financial institution that will actually receive the coins on day 1..

then get your butt in gear to purchase the coins... package the coins and ship the coins to NGC (using overnight service) to get them there in time for this designation.

Seems like an awful lot of trouble.
