Do we need separate categories?

I am somewhat new to the Registry and recently a new Collector Society member. I have noticed that there is a huge influx of MS69 grades in the SMS categories for 2005 & 2006 State Quarters. There are very few 2005 & 2006 Business Strikes in MS67 and even fewer in MS68. I have also noticed that the Population Reports have different categories for SMS and Business Strikes. Does anyone think there should be a separate category in the State Quarter Registry Sets for MSM & Business Strikes as they seem to be two distinct varieties?
