I'm puzzled....

Good evening. I have this bill sitting in my vault at work and it is puzzling me. The bill is not crisp from a pack, but is not in bad condition. It has a line where it appears the ink never hit. I thought it was a crease line, but in looking at it, I can't see at the top or bottom where a crease reaches the edge. Can anyone shed light on what I might be looking at here? Thank you.
