Considering the condition of the coin, the dots may be post minting damage.

The green "doubling" is probably just corrosion.

Hard to tell from the pics, but I always suspect zinc bubbling first when I see something wierd like that on post-1982 cents.

 

Can you get a tight shot of the bottom of the STATES letters?

I can't tell about the dots looking at these pics, but one would think bubbling on these Zincolns. As for the reverse, what you are seeing are breaks or tears in the skin above the lettering and you are seeing the coins innards. Unfortunately- these breaks will lead to the physical demise of this coin as with soo many Lincoln's that will simply dissolve in no time.
