Hey where do I find the designation (W) in the census is this considered a * in this year

 

It is a 1964 Accented Hair PR69 W

W coins have never appeared in the census. Also, W's are no longer given out. No, the Star designation is entirely different; it is for eye appeal or special luster characteristics such as obverse only cameo contrast, etc. Hope that helps and sorry to dissappoint you!
