It wasn't a complete rolls of Sac's. It was just a mixed circulated roll of dollars. SBA's, Presidential dollars and this one Sacagawea on the end.

Hey.....anything that you get that's not a Presidential Dollar is a good circ find, in my book (thumbsu  Way too many of those butt ugly things around now.

It's PMD, (Post Mint Damage). If I had to guess I'd say it was done at a store, maybe some sort of in store machine like a "penny press" or similar. The MERCH.... probably stands for merchandise or merchant. Maybe some one fooling around at the token factory. (shrug)

What’s on the reverse of that cent?  It sure isn’t just off center.

Edited to add it looks like it says, (MERC?) on the reverse.
