Definitely. Proof nickels from 1978-present are nearly all PF69ucam. From around 1998-present, the number of PF70 graded pieces is indicative of the fact that the Mint has improved their handling of proof pieces dramatically. (Business strikes are another matter entirely...)

The numbers are very deceiving; we had 35 graded in the first batch and only 5 received PF70. This is less than a 15% success rate, which is right on pace with last year’s numbers. The pop-report is showing about 30% in PF70. The numbers will change dramatically in a few weeks.
