A Proof coin with dull, slightly grainy surfaces. Applies to Proof coins struck from 1908-1916, Peace Dollars 1921-1922, and some modern Jefferson Nickel Proofs.

You are refering to the 1994 and the 1997 issues that were packaged with commems of the time. The 1998 Matte finish Kennedy half also falls into this category. However, these three issues are seldom refered to "proofs" today. The terminology has evolved since then due to confusion on how to classify these special coins. They are now generally refered to as matte uncirculated or a matte finish, especially with the onset of matte finished mint sets in 2005.
