Why Aren't SMS Sacagaweas included in either the MS or the PR Registry?

I'd love to add a beatiful SMS 2005 Sacagawea to my Registry but it isn't accepted in either sets- MS or PR.

 

Why?

The SMS Kennedys are within their set (including the 1998 SMS Kennedy).
