Appears to be strike doubling (which is extremely common on the 1969-S) and not a doubled die. Unfortunately, no real premium for it.

I know I'm late to this thread but that appears to be strike doubling and I know of no one who pays a premium for such on this date.

I wish I had better news for you -- but I also concur it is strike doubling. But don't let that discourage -- keep on looking, varieties are out there to be found. I wish you the best of luck in your searching and collecting endeavors.
