It looks like full steps may be the new norm. Time will tell.

 

The interesting thing about the steps on the Monticello or more importantly, the entire designs of the obverse and reverse of the Jefferson nickel, it has taken a very long time for the US Mint to come up with an accurate design that has not been flawed in some way. It will be interesting to see what they come up with next.
