EDIT TO ADD: I think it's similar to your other coin in that someone tried impressing the design of another coin onto an existing. Questions of this nature should be posted on the "Newbie Coin Collecting Questions" forum. I assume that by "breakages" you mean brockages. This item does not appear to be a genuine brockage or other mint error and is likely an intentional alteration.
