It's not an RPM. It looks like die erosion doubling.

I appreciate the response but looking at variety Vista I mean the best I can do to show that it almost matches perfectly to variety vista, and I'm not saying you're wrong as I said still a novice, but could it still look that similar? The VV mintmark photo shows the D much further to the left than on your coin. Note the relative position of the mintmarks to the base of Monticello. Also, there is no doubling at the bottom of the mintmark on your coin.
