William Gladstone was the UK's prime minister off and on from 1868 to 1894. The medal celebrates the 1884 Reform Act which extended enfranchisement (the right to vote) to farm laborers and others previously excluded from the political process. Evidently, a public event was staged in Dundee, Scotland.
