I think he was trying to pull one over on people. He cancelled that auction and started a new one. This time, instead of $112 for shipping and $0.99 starting bid, he made a $99 starting bid and $10 shipping. Either way, he is hoping for $120 for the piece.

Looks like away to get around EBays fees as they dont add the fee on shipping just the sell price. ?

Coin Values lists it at PF65 - $150; PF69DC - $200. It is a commemorative dollar, not bullion.

Someone won it in the second auction for $122.50. I think the first auction was their attempt to circumvent eBay's Final Value Fee. Then he had second thoughts.
