1966 Gagged Washington Quarter. PMD or strike through? 0

Found this 1966 quarter roll hunting and I'm trying to figure out whether its PMD or if it a strike through which happened during production.  Its odd becasue other than circulation damage there doesn't seem to be any indication that the impression was made with a vice or anything.  the impression is not flat it has ridges in it so its pretty odd.  Any insight would be welcomed.

PMD. Couldn’t tell you what happened, but happen it did 🤨

I’m leaning towards PMD. Have never seen a Struck Through in different layers and that sharp of features.

Looks like damage from a screwdriver or small chisel.
