Since it's on OfferUp, it's likely heavy damage.  The coin is also heavily corroded.  OfferUp is complete and total garbage.

It may be a lamination error, but the condition of the coin is so poor that it has very little value.

I'm on the side of a lamination error that split post-minting and continued to circulate.
