I'm with the others....definite die chip and definitely cleaned.  It's a good reference piece for a die chip, but it's only worth face value.

No U.S. coins minted from 1965-1967 had mint marks. They left the mint marks off to discourage hoarding, because the government was blaming collectors for the coin shortage. 

I suggest you buy a copy of "A Guidebook of United States Coins," by R.S. Yeoman, commonly called the "Red Book." It contains a wealth of information that is very helpful to a new collector.
