Is this a paper weight or a coin ? This is very thick and heavy. It appears to be copper ? I know nothing about what this is. Any and all input will be met with gratitude. Thank you in advance.

I cannot recall ever seeing anything like this so I cannot be of any help, looks more like a token but that is just a guess.  Hopefully someone else has seen this before.
