2001 New York States Quarter, Die deterioration, Worn Die, Doubl Die? 0

Before I add this one to the error nots jar.....I wanted to ask your opinion if this is from a Die break, die deterioration, worn die or could it be double die with a worn die or break?

The way that some of those stars on the reverse are reaching for the rim reminds me of a late die state Capped Bust half.
